The Declan Fitzpatrick Memorial FE1 Scholarship Fund

City Colleges is proud to announce the establishment of the Declan Fitzpatrick Memorial Scholarship Fund, an annual scholarship honouring the memory of our cherished teacher and mentor, Declan Fitzpatrick.

Declan Fitzpatrick dedicated his life to education and the encouragement of students to excel in their education. Declan was a former teacher of Ashfield College (part of the City Education Group) and inspired all students to whom he came into contact with. Many of Declan’s past students have pursued many different career paths including law, including Dean of Law, Conor Duff BL. The Scholarship has been established in memory of Declan and with the hope of continuing his legacy of empowering students.

The Declan Fitzpatrick Memorial Scholarship will be awarded annually to one exceptional student wishing to enrol in the City Colleges FE1 Programme.

Essay Requirements:

Students seeking to apply for the Declan Fitzpatrick Memorial FE-1 revision course scholarship are invited to submit their application and essay. The application requires students to set out the reasons why they believe they deserve the scholarship (maximum 1000 words) and are also invited to submit an essay (2,000 words) on a chosen essay topic.

Essay: The Impact of the Unfair Terms in Consumer Contracts Directive (Max 2000 words)

Advocate General Wahl in his opinion in the case of Unicaja Banca SA v Rueda, (Joined Cases C-482/13, C-485/13 and C-487/13) [2015] 2 CMLR 1176 stated in respect of the Unfair Terms in Consumer Contracts Directive (93/13/EEC) that:

[a]t the time of its inception, it is likely that most Member States would not have foreseen the impact that the Unfair Terms in Consumer Contracts Directive was to have on their legal orders some 20 years later”.

Discuss this statement in light of both Irish and CJEU case law.

Selection Process

The winning scholarship recipient will be chosen by a distinguished committee comprised of City Colleges’ Dean of Law, Conor Duff BL, and City Education Group CEO, Philip Burke, BL. Both Mr. Duff and Mr. Burke hold Declan’s memory in high regard, and their expertise will ensure a fair and rigorous selection process.

Declan Fitzpatrick Memorial Scholarship Fund – Terms and Conditions


  • The scholarship is open to all applicants seeking enrolment in the City Colleges FE1 Programme,
  • Applicants must meet all admission requirements for the FE1 Programme as outlined by City Colleges.
  • Applicants must be ordinarily residents in the Republic of Ireland or Northern Ireland to be eligible for the Scholarship.

Selection Criteria

  • The scholarship recipient will be chosen based on a two-essay application process with a combined word limit of 3000 words. (Details on essay topics are provided in the scholarship announcement.)
  • Selection will be conducted by a distinguished committee comprised of City Colleges’ Dean of Law, Conor Duff, BL and CEO, Philip Burke, BL.
  • The selection committee will evaluate applications based on academic merit, commitment to the FE1 Programme.


  • The scholarship covers the full cost of tuition for all eight subjects within the FE1 Programme at City Colleges.


  • The scholarship will be disbursed in instalments directly towards tuition fees at City Colleges.

Conditions of Acceptance

  • Acceptance of the scholarship signifies agreement to all terms and conditions outlined here.
  • The scholarship recipient is required to maintain good academic standing throughout the FE1 Programme. Failure to do so may result in the revocation of the scholarship.
  • The scholarship recipient may be required to participate in promotional activities related to the scholarship program, such as providing a testimonial or attending scholarship award events.
  • The scholarship recipient agrees to ethical use of the scholarship funds for educational purposes only.


  • City Colleges will maintain the confidentiality of all applicant information in accordance with data protection regulations.


  • City Colleges reserves the right to amend these terms and conditions at any time without prior notice.
